My C5 failed its MOT yesterday because the rear fog light does not work when switched on with the engine running, but does when the engine is off............it's not arisen in previous MOT Tests incidentally.!

Could it be that the switch is wired incorrectly?

The other item of failure is the rubber seal in the fuel filler cap.Any ideas where in the UK I can source a replacement seal?

Can't say about the fog lamp switch but as for the rubber seal in the fuel filler cap Rock Auto are very good and delivery is really quick.
Don't know what year your C5 is but here's an example for a 2002:

Yes, incorrect wiring. The fog lamp should be on one of the switched main lighting circuits. It's supposed to come on with the headlights. MOT test should be carried out with headlamps on dip beam, as per this link,
