Never really looked closely at mine but probably designed to spin so as to take the friction wear off the striker and door lock latch . That`s looking from a purely mechanical engineers view point
The sleeve on the pin is designed to rotate freely as Chuffer says. If the door needs a slam the latching mechanism in the door probably needs adjustment. If the car has had new door weatherstripping recently that can make closure more difficult.
