It has come that time now my car has turned 40, who do I ask nicely and pay to have a letter for DVLA to have my car changed to historic? It turned 40 on August 15th but I didn’t know that when I imported it so V5 has 1/1/79. I understand I have to wait until April next year to become tax exempt?

DVLA letters are free to Club Members.

No need to contact anyone in the Club - follow this thread from a few weeks ago - Classic??
Your car was eligible for free tax (and no MOT) from April this year (2019). Don't admit that you know your car was made on August 15th or you will have to wait until April next year
