I rebuilt my system that had same problems on a C3 . As other guys posted , actuator vacuum seals sound likely cause especially if one works and other side doesn`t . Seal kits available from Corvette Kingdom at £47.25 for both sides complete when I bought mine last year . But as already posted , buy or borrow a vacuum test kit , they are not expensive and you can check the whole vacuum system for leaks . I found several including the non return valve on vacuum line to inlet manifold not holding vacuum . All these parts are cheap and worth replacing whilst you`re at it . I found the info on Wilcox Corvette website very useful and you can download vacuum circuit diagrammes . As Curious Bystander says , very risky disconnecting hood stay and wedging a pole in for extra lift . The extra inch or gained in space does help access the actuators from the rear and remove them . I had the hood off at the time anyway so was not an issue for me . They are quite heavy for only glass fibre construction so a two man job to get on and off . Good Luck
Thank you i can confirm its not the acctuater seals i have had them out and tested them, i will have ti go down the pressure test route and a bit of detecting work. Am half way throgh re soraying it at present so it can wait for now.
